WooCommerce Subscriptions Parent Order tag

I've had numerous clients request a tag for just the parent order of a woocommerce subscription. The Purchase tags will re-apply the tags on each renewal if they have been removed. Having a Parent Order only tag would allow for one-time triggers like a welcome sequence without being triggered again on subscription switches or reactivation, etc.
